Royal Standard of the United Kingdom (including Scotland). The 1st and 4th quarters represent England with the three royal lions; the 2nd quarter represents Scotland with the lion rampant (the ancient royal standard of the kings of Scots); the 3rd quarter represents Northern Ireland. Wales is the only UK country not to be represented, because this is a Principality; the Prince of Wales represents Wales. When The Queen is in Scotland, a different version of this Royal Standard is used (known as "the Royal Standard for use in Scotland"), where the 1st and 4th quarters represent Scotland (as above); the 2nd quarter represents England; the 3rd quarter represents Northern Ireland.
