Just to add, I found this in the official Colombian presidential website:

Protocolo Según el decreto 1967 de 1991, el Escudo de Armas de la República de Colombia sólo se usará:
a) En la Bandera Nacional del Presidente de la República
b) En las Banderas de Guerra, c) En los membretes de papel, sobres, etc., mediante los cuales se ventilen asuntos estrictamente oficiales.
Se autoriza esculpirlo en monumentos, iglesias, capillas, panteones o cementerios militares, cuarteles, buques, centros docentes y otros lugares, siempre que reunan condiciones de severidad, seriedad y respeto Nuestro Escudo.
TRANSLATION:
Protocol based on 1967 decree of 1991, the coat of arms of the republic of Colombia will be used:

On the National Flag of the president of the Republic of Colombia
On War Flags
On official papers, letters, etc. It is athorized to be sculpted on monuments, churches, chapels, pantheons or military cementeries, bases, ships, teaching centers and other places, were conditions are set with severity, seriousness and respect for our Seal.[1]

The image copyright of the Colombian Coat of Arms is registered in Colombia. It is held by the Colombian government and it is on the public domain with certain restrictions as described in the Presidential website.
