On March 20th, 2004, Cagan was one of the lead organizers of a march in New York City against the Iraq war which drew over 100,000 protesters as well as an August 29th, 2004 protest at the Republican National Convention that the New York Times reported drew over 500,000 participants.[citation needed]

Cagan helped organize pro-Cuba rallies and was supported by such organizations as Casa de las Americas, the Communist Party, the Socialist Workers' Party, the Venceremos Brigade, the Workers' World Party, and the Young Socialists.
Cagan was a founder of the Committees of Correspondence, a spin-off group of the Communist Party in America.

Cagan is a supporter of and freqently holds demonstrations in conjuction with the WWP or Workers World Party, a pro-Communist organization that openly supports the North Korean dictator Kim Il Sung. The National Review Online reported, the WWP has in the past "supported the Soviet interventions in Hungary and Czechoslovakia, the Soviet invasion of Afghanistan, and the Chinese government’s crackdown in Tiananmen Square," and today "devotes much of its energy to supporting the regimes in Iraq and North Korea."
