Gaines received a Master of Science in Chemical Engineering from MIT, and then joined the Navy, where he became a SEAL. He saw action in the Gulf War, Colombia, and Mexico, but eventually received a dishonorable discharge. He worked as a security consultant for some time, but eventually became a mercenary.

He assassinated a Colombian Judge and a French Investment Banker, in addition to masterminding a commuter bank robbery. This got the attention of the Drazen Family, who hired him to oversee their plot to kill David Palmer. Though Gaines suspected the Drazens had a personal grudge against Palmer and Jack Bauer, he felt that it was better that he did not know his client's motivations. Gaines oversees most of the events during the first half of Day 1. In order to gain access to Palmer, he steals the identity of German photographer Martin Belkin, and has one of his men undergo plastic surgery to look like Belkin. He also plants a mole in CTU so he can stay a step ahead of them.

Although Federal Agents Richard Walsh and Scott Baylor learned of the plot against Palmer, Gaines was able to track them down and kill them both. Per Drazen's instructions, Gaines kidnapped Jack's wife and daughter in an attempt to blackmail Jack into helping kill Palmer. This ultimately failed, however, and CTU eventually raided his hideout. During a final confrontation with Jack, he was offered protection against his clients in exchange for cooperation. Gaines refused, insisting that the Drazens were too powerful for CTU to protect him. (He was right, given that Nina Myers would eventually be uncovered as a mole working for the Drazens.) In what may have been a suicidal moment, Gaines turned his gun on Jack, muttered "good luck", and was promptly killed.
Though Gaines was not the main villain of season 1, his ruthlessness and his chemistry with Jack make him a fan favorite.
