State Route 149 is a short rural highway that connects CA-70 near Wicks Corner with CA-99, connecting the cities of Chico and Oroville. Daily traffic is about 10,900 cars. The entire route is part of the Interregional Road System.
The current highway has one lane in each direction, and meets the Highway 99 and Highway 70 freeways at an at-grade intersection. The roadway is considered the 'missing link' in the local freeway system between Chico and Oroville and is locally notorious for congestion and accidents during peak commuter hours.

As of July 2006 the entire route is under construction to a four lane expressway, with freeway onramps at the intersection of CA-99 and CA-70, thus completing the freeway route between the two cities.
