- Although he advocated the emulation of Western models to improve overall productivity and worker relations, Hoveida was very outspoken when it came to expelling foreign technicians in favour attracting indigenous sources of labour.
This is ambiguous. Being outspoken about something can either be for or against it, or something more subtle, but this sentence gives us no idea of what Hoveida's stance was. The word "although" suggests that he was in favour of attracting indigenous sources of labour, but it's rather unclear. i suggest one of the following, depending on which interpretation is correct:
- Although he advocated the emulation of Western models to improve overall productivity and worker relations, Hoveida was very outspoken in favour of expelling foreign technicians and attracting indigenous sources of labour.
- Although he advocated the emulation of Western models to improve overall productivity and worker relations, Hoveida was very outspoken against the Western model of expelling foreign technicians and favouring indigenous sources of labour.
