This is a static IP address belonging to Franklin College.
As such, one must expect a mixture of vandalism and useful contributions stemming from this particular IP address - students who do not wish to log in for whatever reason (absent mindedness, fear of remaining logged in and having their accounts hijacked, etc.) will unfortunately be in exactly the same boat as those students who do not wish to log in because of their intent to vandalise wikipedia pages.
Unfortunately, it is impossible to trace from which computer or even which block posts are made, since the entire college is, as one might expect, on a singular network (or rather a singular internet-enabled network for student access) thus leaving the unfortunately large minority of morons to wreak havoc upon wikipedia as a whole. As such, it is impossible to solve the problem in any way other than simply blocking the IP address, thus forcing anonymous users to sign up or lose access.
