羅福全

羅福全(Lo, Fu-chen，1935年—)，經濟學者、台灣獨立運動的重要領袖之一、曾任台灣的駐日代表、在2004年7月以後轉任為亞東關係協會會長。

羅福全生於嘉義市，台南一中、台灣大學經濟系畢業，日本早稻田大學經濟碩士，美國賓州大學(University of Pennsylvania)經濟學博士。羅福全在大學畢業以後就對時局頗為不滿，曾經以匿名投書到《自由中國》雜誌，反對蔣介石第三次連任總統。也在1960年曾與蔡同榮等幾位政治異議份子，在台南關仔嶺聚會批評時政(即所謂的「關仔嶺會議」)。羅後來決定到日本求學，並於1963年加入「台灣獨立建國聯盟日本本部」的前身 --- 「台灣青年會」。
羅福全雖然後來進一步轉往美國攻讀博士學位，卻也立刻和美國的台獨團體聯絡上，先是加入「台灣獨立聯盟美國本部」的前身「台灣獨立聯盟」(United Formosans for Independence)，並於1966年和陳以德、蔡同榮等人一起在費城催生了「全美台灣獨立聯盟」(United Formosans in America for Independence)，算是海外台獨運動相當資深的運動者。他也曾經在美國擔任「台灣獨立聯盟」機關報《台灣公論報》(Taiwan Tribune)的發行人。
羅福全在學術研究的成績上也十分耀眼。他拿到博士學位後一直在聯合國的相關機構任職，先後曾經服務於聯合國區域發展中心(United Nations Centre for Regional Development)以及聯合國大學(United Nations University)，曾任後者的首席學術審議官，於2004年自該機構的高等研究所退休以後，並被任命為榮譽教授。他的英文學術著作極為豐碩，由其所編輯的書籍當中，比較重要的就包括《Growth Pole Strategy and Regional Development Policy : Asian Experience and Alternative Approaches》(New York：Pergamon Press 1978；與Kamal Salih合編)、《Rural-urban Relations and Regional Development》(Singapore：Maruzen Asia 1981)、《The Challenge of Asia-Pacific Co-operation》(Kuala Lumpur：Association of Development Research and Training Institutes of Asia and the Pacific 1987；與Kamal Salih合編)、以及《Globalization and the World of Large Cities》(New York：United Nations University Press 1998；與Yue-man Yeung合編)等書。
羅福全在2000年5月奉派出任台灣的駐日代表，上任不到一年就促成前總統李登輝到日本就醫，算是成績相當不錯。
羅福全是嘉義富商羅章程之子，他的夫人毛清芬則出身於台南烏山頭的富裕家庭，對台獨運動也相當熱心。
