WDCP-TV (Channel 19) is a PBS affiliate for the Flint-Saginaw-Bay City, Michigan television market. It is owned and operated by Delta College in University Center, an unincorporated community in southwestern Bay County.

Delta College also owns and operates WDCQ-TV, Channel 35, in Bad Axe, Michigan, the county seat of Huron County. In January 2004, the two stations switched call signs. The intent being that when the station goes all-digital, the two analog stations will go off the air, and just one digital station on channel 15 will cover the area currently covered by the two analog stations. (When each analog stations was assigned a digital channel, channel 19 in Bay City was assigned channel 18 for digital, and channel 35 in Bad Axe was assigned channel 15 for digital. The station management decided to use just channel 15 for the digital signal.) The analog channel 19 transmitter is located on a 496 foot tower on the campus of Delta College, near the corner of 4-mile and Delta Roads near Delta College in Bay County. The channel 15 digital tower is located in Quanicassee, in northwestern Tuscola County. The analog channel 35 tower is located just south of Ubly.

The main station covering the Tri-Cities and Flint, WDCP, originally went on the air in October 1964. The original call sign was WUCM-TV, where UCM stood for University Center Michigan. In December 1986, they established a satellite station in Bad Axe for the Thumb area on channel 35, originally called WUCX-TV.

The WUCX calls are still used today for Delta College's Public Radio station, WUCX-FM 90.1, Q90.1.

Programming on WDCP is the general primary PBS fare, with some locally-produced shows, such as Currently Speaking, a weekly, live current events discussion program hosted by Andy Rapp, who's been a personality at WDCP since the early-1970s, when he hosted a daily discussion program, Day By Day, which ran on the old WUCM into the 1980s.

On cable, WDCP can be seen on Comcast Flint channel 19 and Charter Tri-Cities channel 9. Many cablevisions in the Flint-Saginaw-Bay City market often carry WDCP and either Flint's WFUM-TV or Mount Pleasant's WCMU-TV, the market's other PBS affiliates.

Delta College's QTV broadcasts the best in PBS and American Public Television (APT) programming on digital channel 19.1. Beginning at 8 PM each night, QTV broadcasts High-Definition television in the 1080i "wide-screen" format to all of mid-Michigan and the Thumb until 6 AM the following morning.

QTV also provides Charter Communications with a direct feed of High Definition programming, which is available 24 hours a day through their digital cable HD package on channel 681 (HD service).

QTV's "Today's PBS" Channel, sponsored by the Dow Corning Foundation of Midland, is a standard-definition channel that offers the same quality public television schedule as QTV's traditional analog (NTSC) channel 19. The Today's PBS channel is located at DT 19.2 via digital broadcast tuner and is distinguished by a lower-third "Q" in a blue background similar in color to the image at left.

QTV offers the digital "Delta College Learning Channel" on DT 19.1, sponsored by the Herbert H. and Grace A. Dow Foundation in Midland. Combining telecourses, documentaries, and instructional series from the Annenberg Channel, PBS, American Public Television, and NETA, the Delta College Learning Channel offers educational programming 18 hours a day to all residents of mid-Michigan.

Broadcasting from 6 AM to 8 PM daily, the Delta College Learning Channel offers for-credit classes via Delta College and telecourses that may earn credit for various programs, curricula, and certifications via the Annenberg Channel.

QTV's Enrichment Channel offers the best in how-to, cooking, sewing, craft, painting, and other similar programs on digital channel 19.3. Look for popular favorites such as The Joy of Painting, the New Yankee Workshop, and Lidia’s Italian-American Kitchen (shown above) as well as some new favorites you've yet to discover.

The Enrichment Channel features programming from American Public Television's (APT) "Create" service from 6 AM to 6 PM daily and a combination of PBS and Michigan-based programming from 6 PM to 8 PM. The APT Create Channel is a programming service comprised of programming from APT, NETA, WGBH, WNET, and independent producers. We're certain you'll enjoy the Create style as well as the programming.

The Children's Channel begins it's broadcast day at 6 PM and ends at 8 PM when High-Definition TV is broadcast.
