Gloria Macapagal-Arroyo (ur. 5 kwietnia 1947), polityk filipińska, od 2001 roku prezydent tego kraju.
Jest doktorem nauk ekonomicznych. Jej ojciec, Diosdad Macapagal, był prezydentem Filipin w latach 60. XX wieku. Podczas studiów na Uniwersytecie Georgetown w Waszyngtonie poznała Billa Clintona, późniejszego prezydenta USA. Była wykładowcą uniwersyteckim, podsekretarzem stanu w ministerstwie handlu na Filipinach. Od 1998 r. pełniła urząd wiceprezydenta. W 2001 r. została prezydentem Filipin. W maju 2004 r. została wybrana ponownie prezydentem.
