I don't know the entire story, but as I understand it, back in the 50s / 60s, San Diego had only two VHF TV stations - the one that is now KGTV and KFMB. Los Angeles had the lion's share of the VHF band already accounted for (2, 3, 4, 5, 7, 9, 11 and 13), and because of temperature inversion ducting, the two cities had to share channel allocations even though they were not close enough together that signals from one city could be reliably received in the other. Back then, TVs were not required to have UHF tuners (later the FCC mandated UHF tuners), so UHF broadcasting was not, generally, a successful part of the business. Tijuana was allocated channel 6 and 12, but had not used them. Nevertheless, there was a moritorium on VHF allocations for San Diego to give Tijuana a chance to use their slots. So the only way to get another VHF station on the air in San Diego would be to make it an English-language mexican licensee. Thus, XETV-TV was born.

XETV is not owned by Bay City Television, Inc. under Mexican law as is the same law in the United States, foreign nationals are forbidden from owning any media outlets, this includes radio and television stations and newspapers. However foreign nationals can enter into a LMA (Local Market Agreement) with a television or radio station to operate the station but they cannot own it. Misterrick 04:51, 7 November 2005 (UTC)
