National flag and civil ensign of Venezuela.
There is a dispute in progress about whether the national flag of Venezuela, which is meant to go under this filename, does or does not contain the eight stars. There is also a dispute as to whether or not to include the coat of arms in the flag or not. Please see the relevant discussion on Commons talk:WikiProject Flags.

This image is a national, governmental, military, royal/vice-regal or historical flag. The flag may have been contributed by a user or taken and/or modified from the Central Intelligence Agency's World Factbook. Such flags are ineligible for copyright but they are protected by Article 6' of the Paris Convention (Protection of State Emblems, and Names, Abbreviations and Emblems of International Intergovernmental Organizations). Corel Corporation's purview as they are not representations of two-dimensional works of art.
